CSS Guide CoverIDOT designated this study as a Context Sensitive Solutions (CSS) project.  CSS is a collaborative approach that involves all stakeholders to develop a facility that fits into its surroundings and preserves scenic, aesthetic, historic, and environmental resources while maintaining safety and mobility. The purpose of CSS is to gather and consider input on the project from all interested stakeholders and develop cost-effective solutions. Public involvement is a key component of CSS and is strongly encouraged during this study. IDOT will proactively seek stakeholder input and partnerships early and often to develop a consensus on solutions.

A stakeholder is anyone who could be affected by the project and has a stake in its outcome. Stakeholders are identified as all residents of the study area, users of the facility, and those interested parties who can directly affect the outcome of a planning process.

We want to get you, as a stakeholder and part of the concerned public, involved in the IL Route 31 Study.  Your participation ensures that we develop the solutions that best accommodate the needs of the community.

Public Meetings / Public Hearings

Public meetings will be held at key points during the project development phase to engage the public. The purpose of the meetings will be to solicit the preferences and opinions of those who participate regarding the information presented. Questions raised by meeting participants, depending on the nature, will be either answered immediately or addressed in subsequent meetings, newsletters or other communication mechanisms.

Comments received at the public meetings will be documented and the information will be considered as a part of the analysis and evaluation of the improvement alternatives. Individuals on the mailing list will receive invitations in the mail announcing future meetings.

Three public meetings and one public hearing will be held to coincide with major project milestones during the project development process (note that dates shown in parentheses are tentative and therefore subject to change).

  • Public Meeting #1 (June 2011), will introduce project to the community, solicit issues and concerns, and seek members for community advisory group.  Detailed information from this public meeting can be found in the Public Meetings / Hearings section of this website.
  • Public Meeting #2 (November 2011), will present the project purpose and need, possible alternatives and evaluation criteria, and solicit input on alternatives.
  • Public Meeting #3 (Summer 2012), will present alternatives to be carried forward and solicit input on these alternatives.
  • Public Hearing (Winter 2012), will present the preferred alternative and draft environmental report, as well as provide opportunity for public review and input.

Project Website

This website has been created to facilitate public input and provide information about the IL Route 31 Study, process, and schedule. It will be updated on a regular basis to provide you with the latest news and information about the project. We invite you to explore the website and provide your comments and recommendations regarding the study, or to be added to the project mailing list, through the Contact Us section of the website.

Media Outreach

There will be announcements and updates through local media outlets.

Newsletters

Newsletters will be printed over the course of the study. These publications will feature the latest project news and will be used as a means of communicating information about the project.

Small group meetings / Agency meetings

Small group meetings conducted by the Project Study Group will engage stakeholders, to share information and foster discussion to address specific project issues, allow for more specialized discussions and input, and aid the general public in better understanding the project goals and objectives.

Agency, Municipal and County meetings will be held to discuss and coordinate specific project issues with those that would be impacted by the project.

Community Advisory Group

To assist in the development of the environmental and engineering studies for the IL Route 31 study, IDOT has formed a Community Advisory Group.  (See link to section of website for more details.)
