The Illinois Department of Transportation (IDOT) and the Federal Highway Administration (FHWA) will act as joint lead agencies for the preperation of the Environmental Assessment (EA) for the IL Route 31 project in order to satisfy NEPA requirements. As such, FHWA and IDOT are ultimate decision makers for this project.

A consultant team lead by STV Incorporated will join memebers from IDOT and FHWA to form a Project Study Group (PSG) for the project. The consultant team will conduct Preliminary Engineering and Environmental Studies (Phase I).

The formation of a PSG is a requirement per IDOT's Context Sensitive Solutions (CSS) procedures. The PSG has primary responsibility for facilitaiting the Illinois Route 31 project development process. The PSG will meet throughout the study process to provide techinical oversight and expertise in key areas including study process, agancy procedures and standards, and techincal approches. The PSG also has primary responsibility for ensuring compliance with Stakeholder Involvement Plan (SIP).

  • Expediting the project development process.
  • Identifying and resolving project development issues
  • Promoting partnership with stakeholders to address identified
    project needs.
  • Working to develop consensus among stakeholders
  • Acquring regulatory agancy clearances and approvals.
